Downtown Development Authority

Established in 2008, the Downtown Development Authority is charged with encouraging redevelopment utilizing tax increment financing. Projects range from beautification to community amenities, adaptive reuse of space to façade renovations, to large development projects.  The DDA encourages developers that are interested in Downtown Castle Rock to contact to discuss how the DDA might help overcome challenges to development and re-development in Downtown.  The DDA works closely with the Downtown Merchants Association as a collective Alliance focused on enhancing and improving Downtown Castle Rock.

The DDA is comprised of a volunteer board of directors and daily operations are managed by a director.

The DDA is guided by the 2008 Plan of Development.

Downtown Development Authority 2017 Election

There are currently two open seats on the DDA Board of Directors.  One seat is for a business owner, one seat is for a property owner.  Per the DDA Bylaws, each Board member (except the representative from the Castle Rock Town Council) shall reside, be a business lessee or own real property within the boundaries of the Authority.  Further, in the event of a vacancy, the DDA may at a regular or special meeting, nominate the replacement Board member for consideration by the Castle Rock Town Council.  The nomination must be provided to the Town Council for consideration at least sixty days prior to the expiration of an existing Board member’s term.

Here are some things to know:

  • The board meets the first Thursday of each month at 3pm at The Move (202 Sixth Street)
  • Board members may serve a maximum of 2 four year terms
